A liberal government with fascists inside it. They know each other, you know nobody, and every law that passes went through two people who can both blame the deck.
How to play
- The President nominates a Chancellor. Everyone votes the government in or out.
- Three rejections in a row and the next policy enacts itself, unread by anyone.
- The President draws three, discards one, and hands two on. The Chancellor enacts one.
- Only those two know what was thrown away — and either of them can claim anything.
- Fascist policies hand out real power: investigations, special elections, executions.
- At five of them the pair may agree to veto, if the President allows it.
- Liberals need five policies or Hitler dead. Fascists need six, or Hitler in the chair.
